So when Ney activates a unit(s) first with his Headstrong he passes the SR 8 + 1 = 9 to Foy, Who can pass this to Brigade commander Jamin who in effect is SR9 now to issue orders. With battalions in attack column he gets reliable so is SR9 + 1 = 10.

Ney could keep issuing orders to all units within 12” of him but if he fails he is not allowed to reroll, so would be stuck in his current position.
